Langan is seeking a Project Traffic / Transportation Engineer to join its collaborative team in Pittsburgh, PA. This individual will serve a key function in managing as well as working on traffic & parking studies, transportation planning studies, traffic event management studies, and traffic signal/roadway design projects. In this role, you will have the opportunity to manage and deliver on multiple exciting and challenging traffic and transportation projects.
Job Responsibilities
- Coordinate and perform the planning and permitting of traffic/transportation engineering, land development, and infrastructure projects;
- Manage and deliver on multiple projects and tasks within specific budgets, schedules, and deadlines. Prepare progress reports and draft change orders. Prepare draft invoices, project billings, and assist in payment collections;
- Coordinate and work with staff to determine the feasibility of projects based on the analysis of preliminary data and to prepare and modify reports, specifications, plans, and design for projects;
- Effectively organize, write, and edit draft proposals, reports, and other documents;
- Participate in the identification and pursuit of new clients, learn to develop additional work within an existing project, and attend business development meetings with new and existing clients;
- Provide direct oversight and management of junior staff for specific project assignments. Coach, train, and motivate staff assigned to Traffic/Transportation projects. Participate in interviewing and hiring staff;
- Interface effectively and professionally with clients, contractors, subcontractors, staff, project personnel, supervisors, and other office locations/disciplines. Actively participate in internal and external technical presentations and produce written articles for internal and external publications; and
- Perform other duties as requested.
Qualifications
- Bachelor’s degree in Civil Engineering;
- Possess valid Professional Engineer licensure;
- 6+ years of experience in road, intersection, and traffic signal design;
- Ability to effectively manage multiple clients and projects and to develop and manage project budgets;
- Experience with HCS, SYNCHRO, and the MUTCD is required; Knowledge of AutoCAD and MicroStation are a plus;
- Ability to coach and assist with the management of staff;
- Excellent written and verbal communication skills;
- Strong attention to detail with excellent analytical, multitasking, and judgment capabilities;
- Ability to effectively work independently and in a team environment; and
- Possess reliable transportation for client meetings and job site visits and a valid driver’s license in good standing; Ability to occasionally travel and participate in field work.

Job Responsibilities
- Coordinate and perform the planning and permitting of traffic/transportation engineering, land development, and infrastructure projects;
- Conduct traffic analysis for traffic impact studies;
- Oversee field staff collecting traffic volume, road, and regulatory data;
- Conduct preliminary traffic reviews at the project concept stage to identify critical traffic-related issues;
- Apply knowledge and techniques of engineering and advanced mathematics;
- Write and/or review draft reports including traffic impact studies and parking studies;
- Use engineering equipment and design software (SYNCHRO, HCS, etc.) to prepare engineering and design documents with proficiency;

Qualifications

- Current EIT licensure; P.E. a plus;

Job Responsibilities
- Assist with the planning and execution of field investigations by performing field tests, collecting samples, collecting and recording data, and performing routine calculations;
- Monitor complex construction projects by taking various tests to evaluate whether contractor or subcontractor has complied with job specifications;
- Collect soil, soil vapor, indoor and ambient air, sediment, surface water, and groundwater samples;
- Operate and maintain groundwater and soil vapor treatment systems;
- Assist with acquisition of and compliance with regulatory agency permits to support site investigation and remediation;
- Review and interpret environmental, geological, and historical records to support environmental due diligence;
- Prepare a variety of standard logs and field forms (such as drilling logs, field investigation dailies, and chain of custody logs);

Qualifications

- 4+ years of related experience in contaminated sites investigation, engineering feasibility studies, remedial and mitigation system design and construction oversight;
- For engineers, possession of a valid Professional licensure or ability to obtain within one year;
- Experience conducting Phase I, II and III environmental site assessment including drilling observation, sampling, well installation, construction/remediation oversight;
- Experience performing small and large scale groundwater treatment system design, operation and maintenance, and optimization;
- Experience providing litigation support services for expert witness projects, or similar;
- In-depth knowledge and understanding of state and federal environmental regulations (including CERCLA and RCRA);
- Experience working with state regulatory agencies;
